Indian Railway Employees: Sixth Pay Commission Pay hike after budget

As we had reported in our previous article New Pay Band of Indian Railway Employees: Sixth Pay Commission. Now, the news is getting hotter in expectations for the Railway Budget, which is slated to come out on July 8th 2009. The new Railways Minister Mamta Banerjee will be presenting the budget.

How much amount of money is expected to be included for Sixth Pay Commission Railway Employees Salary Hike?
Around 14,000 Crore Rs. are expected to be included for the Indian Railways employees for their salary hike as per the Sixth Pay Commission.

What are the developments for implementation for New Pay Band of Indian Railway Employees as per Sixth Pay Commission?
The most recent development has been the implementation of Sixth Pay Commission Salary Hike in Tamilnadu TN. Like TMC< DMK is also a close ally of UPA government. Since DMK has gone ahead and implemented the Pay Commission Salary hike in TN, the same is expected from Mamta Banerjee who is expected not leave any stone unturned for the benefit of the Railways employees.

What will be the expected salary hikes for the Indian Railway employees?
The Indian Railway employees can expect a sweet bonanza, if the reports are to be believed.

According to the arrear payment plan, Railways would make 40 per cent of arrear payment in the current financial year.

Rest 60% of the arrears would be paid in the next fiscal. The government on Friday finalised the notification on the pay panel report. It would cost the exchequer Rs 22,000 crore this year.

It is expected that each Railway employee will take home an average of 21 per cent higher salary next month. That is a big amount.

The salary increase for Group A officers will be much more than 21 per cent and in cases of some senior Railway Board officials, the hike is almost 50 per cent

Children Education Allowance Clarifications: Sixth Pay Commission

The latest news on from the Sixth Pay Commission. It is regarding the Clarification on Children Education Allowance:

Subsequent to issue of DOP&T OM No. 12011/3/2008-Estt.(Allowance) dated 2nd Sept, 2008 allowing Children Education Allowance 1 Hostel Subsidy ,
clarifications on certain points have been sought by Govt. servants/Ministries/Departments. The doubts raised by various authorities are clarified as under :

(1) What is the definition of ' Year' & 'Hostel Subsidy' as per the OM No. 12011/3/2008-Estt.(Allowance) dt. 2nd Sept, 2008 on the subject Children Education Allowance?

(i) 'Year' means academic year i.e. twelve months of complete academic session.
(ii) Hostel Subsidy means expenses incurred by the Govt. servant if he has to keep his children in the hostel of a residential school away from the station at which he is posted! or is residing. It may include expenses towards boarding, lodging and expenses as detailed in para (e) of the original OM No. 12011/3/2008-Estt.(Allowance)dt. 2nd Sept, 2008


(2) What IS the amount of reimbursement of Children Education Allowance for the year 2008-09 in the OM No. 12011/3/2008- Estt.(AL) dt. 2nd Sept, 2008?
It may be calculated on prorata basis @ maximum of Rs.I0001-per month per child w.e.f. 1st September, 2008.

(3) Whether DOPT OM No. 12011/3/2008-Estt.(Allowance) dated 2nd Sept, 2008 is admissible for reimbursement of Children Education Allowance for pursumg Diploma Course for the initial years in Polytechnic?
In cases where minimum qualifications for admission in the two years Diploma course in Polytechnic is 10th Class and the student joins the polytechnic after passing X class, the reimbursement of tuition fees shall also be allowed for the 1st and 2nd year classes of the above course.

(4) Whether children attending dayboarding, whether attached to schools or not are eligible to draw hostel subsidy?
No. They are not eligible.

(5) Whether the restriction of classes Nursery to class Twelfth as applicable for Children Education Allowance is also applicable for drawing hostel subsidy?
YES.

(6) Whether Children Education allowance is admissible for more than two children in case the number of children exceeds two as a result of multiple birth?
Yes, if the number of children exceeds two as a result of second child birth resulting in twins or multiple births.

(7) Whether Children Education Allowance 1 Hostel Subsidy will be admissible during suspension or leave?
The Children Education Allowance or hostel subsidy shall be admissible to a Govt. servant while he/she is on duty or is under suspension or is on leave (including extra ordinary leave). Provided that during any period which is treated as 'dies non' the Govt. servant shall not be eligible for the Allowance / reimbursement / subsidy for the period.

(8) Whether reimbursement of Children Education Allowance as per OM No. 12011/4/2008- Estt.(AL) dt. 11th Sept, 2008 is admissible for disabled Children of Govt. employees who undergoes non formal Education or Vocational Training or other similar instructions?
Yes. As long as a physically Imentally handicapped child studies in any institution i.e. aided or approved by the Centrall State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is 'recognized' or not. In such cases the benefits will be admissible between the age limits 5to 22 years.

Maternity leave extended to 6 months: Rajasthan Sixth Pay Commission

The latest news on Sixth Pay Commission- A Dusshera or Diwali Gift from the Government for the female employees - The Maternity Leave has been increased from 135 days to 180 days. Not only that, the official communication on this said that the Government is allowing this new 6 months Maternity Leave for the women employees who are currently on Maternity leave - which means that female employees presently on maternity leave can now extend their Maternity leave to six months. However, this has been implemented only in Rajasthan by the Vasundhra Raje Government. It's election year, and the government will leave no stone unturned to showcase that they are working for the benefit of the people. Hopefully, other states are expected to follow soon.
Suitable amendments are also being made in the Rajasthan Service Act for incorporating the increased leave.

As per the news, the Rajasthan state government also accepted the demands of a section of workers and grant Assured Career Progression (ACP) to them at nine, 18 and 27 years of service if they have already availed of selection payscale at these years.

Earlier, the government on September 12, 2008, while announcing the implementation of the Sixth Pay Commission, had decided to follow the lines of the Centre and give ACP to its workers only after the com-pletion of 10, 20 and 30 years of service.

In yet another gift bonanza for its employees, the state government also changed its earlier stance of deducting the house rent for those employees staying at government quarters from September 1, 2008 instead of the earlier announced January 1, 2007.

A release from the state government clarified that the government on September 12, 2008, had announced that the deduction for those workers staying in government houses on a revised rate would be imple-mented from January 1, 2007 - the date from which the state has agreed to pay arrears to its employees.

However, now the decision stands revised and the employees will not have to pay the sum accruing between January 1, 2007 to August 31, 2008.

Rajasthan is the first state in the country to have notified the recommendation of the Sixth Pay Commission and has decided to implement it in the state for its employees from September 1, 2006.
